you CAN recruit a friend in warhammer, i checked it on their site

Yes, Log in and look in you account panel.

It's even on the WAR herald when you start the game for goodness sakes! Sadly I cancled my subscription this month so it wouldn't charge me and they took away my recruit-a-friend invites.
