Update. He has refunded after I had to file a PayPal dispute

I sent mine as a gift, but since i show him on skype logging off after saying "just waiting for it" and sent that as proof to paypal, they still filed a dispute regarding the transaction. Hopefully he does the right thing, Also this thread can be added as proof.

Update: seller has still not refunded my payment nor has he provided the account being sold. He responded to my paypal dispute stating "no tracking #" which there wouldnt be since it is a virtual item, so i have offer to furnish paypal screenshots of the original skype conversation where he described the account, proided screenshots, and told me to gift the payment for the item. The screenshot will also show that i stated i sent the payment, he states he is waiting for it to clear, then immidiately logs off with no further response after. All conversation items are timestamped.

Update: paypal is reviewing the case and i have offered to submit screen shots of the original skype conversation as well as this forum thread here. The seller apparently is saying I just sent him a gift and he's not allowed to sell gw2 accounts so he doesn't know why I am disputing the transaction.
For anyone else of the forum please do not do business with the person under the username yayaG. His skype name is Jake Baker; here is the screenshot of the skype conversation, I was stupid for sending the payment as a gift but I guess I have too much trust in people Imageshack - skypeconversationlogoff.jpg
