Need some info on Best Practices for Eve RMT

I have been playing for a couple of years, and need to turn some of this isk into cash. I have quite a bit - 100 Billion ISK, and am starting to look around at commercial sellers (mogs, ixge, virdeal [a review of them says they steal] and others to sell to. I have seen it said here that you should use safe trading practices, but cannot find a sticky or specific post to tell me what those are. SO -

1. What are safe trading practices?
2. If I sell to a commercial gold seller will they agree to use the "safe trading practices"
3. What are the chances I'll get ripped off?
4. What is the safest way to keep under the radar transfering assets or isk in Eve?
5. Is it likely at all that I will be able to distribute say 50B isk in a month or so and keep the account from being suspended?
6. Anyone have a suggestion who to use?
7. Would it be easier/safer/more profitable just to sell the whole account?
8. Is this the correct forum to be posting this to?

I'm not so sure about isk selling but Playerauctions.com seems to be very safe for sellers.
Also as far as moving that much isk it MAY be easier just to move it to another character on the account and sell that character to a gold selling site perhaps. You have to be careful when selling because a lot of sites just scam
I'd personally love to buy some of those iskies from you how far would 210$ go?
