Just a heads up, this service will most likely not work if your account got permabanned during the wave in December.
Blizzard will ignore the first few 3-4 tickets by copy-pasting replies, and making them as resolved.
Then by ticket 4-5 they bypass the ticket system and send you a direct email saying it's all over, and a friendly threat:
I paid for this service to get my old account back, since that isn't happening I'll move on to different game. I have no intention of getting a new account for the foreseeable future, but it was my own fault for botting on my primary account, I knew the risk and took itPlease note, further tickets relating to this issue will be considered [abuse of the ticket system] and could result in action being taken on your battle.net & other games as a result.
EDIT: To add, Sephi was helpful on how to get things done. Since it's the holiday season it took a few days to get replies, other than that it looks like Blizzard made their mind and refuse to budge. Quite frustrating considering a lot of others only got 6 months.
