Some people have frozen paypals with $100+ and need to verify them before the can use their money...

Tommyengland your not paying for the 2$ on the card, your paying for a VCC that can verify your 1000$ unverified paypal.

If you had this service before I stopped doing paypal stuff, I would have bought one.
