Okay I used "[VB 2008] How to make a Account Scamming Program for Noobs" tut to make this program"

I was wondering, how do i make it so what when I mouse over a button/check box how do i get that dialog box to come up? I'm not sure if thats even possible using VB but I would like to see if there is a way
