Wizard's Shock Pulse critical hit question

So I am currently using the wicked wind critical mass build. I tried using living affinity like how this guy did in this video: Diablo 3 Inferno | Wizard Solo Diablo 4 min (Patched Crit Build) - YouTube

I noticed how Shock Pulse hits and crits a lot, but doesn't do as much damage. The crits also don't reduce the 1 sec on cooldowns. When people mean the Shock pulse doesn't 'proc' critical mass as much, what does 'proc' actually mean? Also is it safe to assume energy twister is the best primary instead of shock pulse?

Wicked wind reduces the cm timer much more than shock pulse. Living lightning used to work but got nerfed. Wicked wind also gets a higjer life in hit coefficient.
Use wicked wind and explosive blast chain reaction. Run around and collect loot. It is literally a face roll once you get half decent gear.

Yeah I have 40% crit chance with 180% crit damage, Currently my wizard hat is my only arcane on crit equipment. I could use more but it works well. I wish living lightning would work, then we wouldnt need arcane on crit...
