Legendary Extraction and Inherit

While you are leveling, you may get a better legendary piece of gear, but does not have the right effect. So you can use the states and use the Essence Extract/Inherit on a given legendary piece of gear.

The vendor is the circle flame icon on map south west of the blacksmith in west march.

Step 1) Equip the new higher level legendary item, transfer rank and gem
Step 2) Extract the desired legendary essence at vendor
Step 3) Inherit the effect to the new piece

Interesting fact, when you once again get an upgrade, you can extract that item you have been using and it won't extract the one you inherited, but rather it will extract the original essence on that legendary. If you try to salvage it, the blacksmith will say you haven't extracted that essence, which is how I found this out because I had frostreaver's garments effect on my chest piece, and it was originally an 'archmage' something or other chest piece. And it extracted the archmage essence.
