Didn't work. Same issue.
*EDIT*
Okay I have finally got it working again. I don't know if this will fix the issue for others, but this is what I did.
(I found this by digging around on the support forums.)
1. Right-click on your Desktop.
2. Select NVIDIA Control Panel.
3. In the left panel, select Manage 3D Settings.
4. In the right panel, select Program Settings tab.
5. Check the box Show only programs found on this computer.
6. Under section 1. Select a program to customize:, click the drop-down list and find TurboHUD.exe.
7. If it's not there, click Add and Browse for the TurboHUD installation folder.
8. Select TurboHUD.exe and press Open.
9. Under section 2. Select the preferred graphics processor, click the drop-down list and select NVIDIA processor.
10. Click Apply and close.
9. Under section 2. Select the preferred graphics processor, click the drop-down list and select NVIDIA processor.
I did not have a setting to do Step 9. but just adding TurboHUD.exe to the drop down list and hitting Apply fixed my issue. TurboHUD now loads up just fine.

Never mind, looks like turning it back to 64bit did the trick.

Fix for recent issues after win10 august update (Controlled Folder access exemption)
Just got mine to work, it looks like there is a new Windows Defender function that requires you to add TurboHud.exe to the exemption list.
1. Open "Windows Defender Security Center"
2. Click on "Virus & Threat Protection"
3. Click on "Virus & threat protection Settings"
4. Click on "Exclusions" option "Add or remove exclusions"
5. Click on the "+ Add an exclusion" and select "folder" from the drop-down options
6. Locate your turbohud folder you extracted (this will allow all items in the folder to be excluded from defender scans)
7. Navigate back to Step 3 Virus & Threat Protection Settings
---- IMPORTANT---- These steps are required for people who installed a recent windows 10 update/security patch and TurboHud no longer does anything.
8. Click on "Controlled folder access" Option "Manage Controlled folder access
9. Click "Allow an app through Controlled folder access
10. Click "+add an allowed app"
11. Locate and add both "TurboHud.exe" and "VBCSCompiler.exe" (This is located in the C:\....Turbohud\roslyn Folder)
12. Launch D3 and then Launch Turbohud.exe as an Administrator

I start D3 and run turbohud.exe (C:\Turbohud) as admin, and it pops back to D3 window but then nothing else happens. When I run TurboMGR I get this error message on startup:
I have tried to change tcp_server to = 1 but no luck still.
Also in logs\status.txt I get this:
Not sure why it would terminate TH because I do have D3 running!
EDIT (FIXED): Run D3 in 32 bit, won't work in 64 bit (thanks JackCeparou)
I got the same MGR msg and are unable to find any /logs folder
also run it in 32bit.
it seems to appear after i updated my graphics driver for nvidia. also redownloaded it after the update. pls help

TurboHUD does not start at all. I don't have any logs, because I've re-downloaded the fresh release of TurboHUD 19.8.26.3 (v9.1) STABLE for Diablo III 2.6.6.61291 (64 bit)
It shows up in my task manager and then closes automatically, it does not apper in my D3 window at all.

This is EXACTLY my problem. It shows up in task manager for 1 sec. then its gone again.
Already tried 32bit/whitelisting it on windows firewall/adding it to gforce nvidia list/re-installing/changing the folder to same harddrive as d3/run in admin/ windowed-fullscreen
This night it worked, after driver update on gforce it didnt. But a friend of mine who didnt update his driver, now has the problem.
Also dont have ANY \Logs folder anywhere.
