TurboHud won't launch, strange error

I've followed all of the steps provided in the "comprehensive troubleshoot" guide, however when I launch Turbohud I get an error dialog that pops up and says 'the type initializer for '.noipecxe na werht'. I don't have any antivirus programs, and have whitelisted it through defender and firewall. I've also installed all prerequisites such as SP1, Direct 11, etc. Any help would be great!

I think my antivirus is deleting files because I don't see any of the Infinity.dlls, but I don't have an anti virus, just firewall and defender - which I have allowed full access to the .exe on both. So I'm not really sure how to get the infinity files seeing as they are not even in the compressed file when i download.
