Sound when skill is used

I would like to play the sound of my choice when a skill goes off for either me or someone in the group. For Instance when wolf companion or threatening shout is used I want an audible notification. Should be capable to be used for any class or any skills. There used to be something built in to hud that would play a notification but I don't see it anymore. I did see the notification sounds in the sounds folder however.

Is no one else interested in this? There are many situations when it would be handy to hear either yours or someone else's skill when it is used.

There is a plugin for cooldowns but nothing for used skills.
If a skill has no cooldown or buff then it is hard or impossible to know if somebody used it.
