is the atk speed bonus on weapon tool dips factored into dmg already?

title! trying to decide whether a 1 hander with 830 dmg 1.4 atks per second with no attributes or a 2h with 1180 dps 1.29 atk speed and int is better for dmg on my wizard. my off hand is pretty crappy.

Yes, but DEX / STR are not, so look for cheaper weps with 200-300 dex str
