No, it's not possible with those kind of stats. There's a max cap of +damage% and IAS you know

maximum IAS on a weapon is 25%.

Max Dex is 400. (if you get 2 +dex properties and get perfect +200 on both)

just saw someone link one of these, I've been trying to figure our how to make something like that. IDK how they did it, it cant just be a cosmetic thing seeing that they were able to link it.
