This needs some confirmation, but so far I've gotten legs in 3 Horadric cache's while opening in rifts.

I would consider this as a question and I highly doubt this is anything else than RNG.
The quality of items inside these bags was debated long time and with the conclusion that it's pure RNG and based on the torment you get the reward and not where you open them.
blizz already said openeing cubes inside of rifts doesnt give xtra legend chance
The bonus legendary drop rate for rifts is being increased from 25% to 100%!
*This means that while in a rift your chance to find a legendary item from monsters, chests, elites, and everything else is double what it is outside of rifts. No this does not mean opening bounty bags in rifts is the new hotness. ;P

20 bags on t6 rifts = 0 legs
Well, wasnt it that bag rolls when u receive it? do all the bounties t1, dont turn them in, go inside and receive bags inside, i suppose it could work then on that roll

Well, I've spent over 700 shards and didn't get shit!Kadala’s legendary drop rate has been significantly increased.
spent less than 500 shards on belt and got 4 legs.
RNG
I opened 30 caches yesterday and got roughly 9 legs.
Then I spent 300 bloodshards on chest and got nothing.
RNG is king.

-make Bounty
-end all 5 quest
-get in a rift
-Friend/2acc talk with tyrael
-get Cache when u was in a Rift
its only a idea dont test it (no time an no char who can do T4-6 ^^)
