i would say so then, check your paypal disputes and your emails, should b info there
Check the transaction details, if there is a dispute, it will be detailed there. If you have no dispute filed and nothing on your e-mail, just act as a normal customer and write an e-mail to PP's Customer Support. They will answer you right away what the problem is...
