[Suggestion] Attaching ID to fake mail

hey, i just came with an idea and searched for it on mmowned. since i couldnt find it thats what i came with : (sorry if its already posted)

since you need to send a valid ID to blizzard to recover a compromised account, you may use a fake mail and say that " account is compromised, you need to reply with certain information on account(username, pw etc.) and ask them to attach a valid ID (like driving license) of the owner. so the victim sends all the info and the image. with that image you can change secret question &answer, e-mail etc.

what im asking for is, as youve understood my english is not perfect. can anyone write some kind of blizzlike message to send the victim to achieve what i said.
i hope i could explain what im trying to say.

Do you mean you need a email when Blizzard ask for an ID? I've tried to change my email on a scammed accounts and I recieved this email, might be helpfull:

Greetings,

Due to incorrect and/or missing information, we require the following details to validate your account ownership:

- A fax, scan or digital image of nationally recognised photo ID, such as passport or drivers license (please do not include public transport cards, library cards etc, as these are unsuitable for our needs).

and

- The last 4 numbers of the credit card you are using on this account or a picture of the game card used, if you use those.

IMPORTANT: Also include your full Name, Address, Account Name and E-mail Address and send it via one of the following methods:
