You must take the quest at wintergard keep and take the quest "The bleeding Ore".
You'll get a mining pick for the quest you just have to find minerals into the mine and your mining skill will rise normally.
(if you got 10 ore, just delete them)

Nah, this is a different quest to the one mentioned yesterday. The one mentioned yesterday was one in Storm peaks I think.
This one is different. I'll try it out later.

hmmm is there a horde version? also i tryed the one posted yesderyday it worked intill 75, and stoped. anyone know why?
