Mists spell and talent system

in Mist of Pandaria how does the talent and spell system work, is it editable without pushing in patches or how does that work around? what is possible modifying in Mist without throwing in a patch for players? someone told me the cache folder handles most of the visuals and such, and half of it is serverside so you should be able to edit talents and spells without a patch..
Since molten-wow does it without pushing in patchs, they nerf and modify spells and such without a patch.

Anyone there can explain me how it works, wotlk requires patches once you edit DBC files or such visual wise, but that is rather easy to manage on the client side patch wise, compared to Mist.

so if someone could please explain me the way it works.
