You can get your money back. File a dispute at Paypal and say you didn't get the item. Paypal will ask proof to the seller that the item was delivered, but they only accept a tracking number as proof (like a ups or fedex tracking number for physical deliveries.) I know this because i used to sell a manual on my site, and everytime someone filed a dispute saying they didn't get it Paypal ignored me and refunded the buyer. In the unlikely case paypal doesn't refund you, go to you bank and ask for a chargeback of that transaction. It will be your banks decision to revert the transaction even if Paypal disagrees. Furthermore if you win a chargeback not only will you get your money back, the seller will also charged a 10$ fee for the process.
