Can't catch high IV pokemon anymore because of the serverupdate from Niantic?

So all websites showing ?? on IV
is this because of the new update where IV is calculated individually for each trainer?
with other words, is this the end of High IV sniping?

Saw it on the other post, it was about how N wanted to rework how IV works, as opposed to counter-sniping.
