For the bug you have to use "Laws of Valor" with "Answered Prayer" and u have to find an empowered shrine.

Find some thrashmobs after using the shrine. To raise up the time from skill rune. Then use the skill again so the passiv rune doesnt run out. After this you have to activate the skill all the time it can be activated and the bonus will be active all the time. The timer should raise more and more (tested it up to 10+ mins.). If you raise up the timer this high you also can switch the skill for something else. The timer will be still there.

Have Laws of valor - Answered prayer
Find Empowerment shrine
Spam Laws of valor
Timer indefinitely increases
Swap out of Laws of valor - answered prayer
You will still have the buff from answered prayer

Don't need an empowered shrine. Try putting Long Arm of the Law on and using the Akarat's Champion rune that reduces cooldown if you don't have enough natural CDR to do it.

I couldn't do it without empowered shrine but it works very well with it.
I also have noticed that after stacking duration of Law of Valor - Answered Prayer and swithcing to other Law of Valor rune, everytime you empower Law of Valor it comes back to the max duration it was stacked, for example if you have stacked it to 5 mins everytime you empower it will bring back to 5 mins. Sadlly active rune of Law of Valor will not last as long as stacked Anserwed Prayer but it's cool anyway to have 2 runes at a time.
For rifting I would suggest using worship gloves to stack this because time between killing boss and opening new rift could end the effect. With worship glives I think you can stack it very high.

E: i managed to do it without empowered shrine as described above so both way works.
