Emulator up to date?

Hey,
I would like to test some sets with my barb and so I would like to know: Is there an public emulator that supports the latest version of Diablo 3?
I couldn't find one and Moege seems to be dead / outdated.

No and there will be none. Some old mooege devs work for blizz now.

I'd love to help, but creating a public emulator for the latest Diablo 3 version isn't something readily available or openly discussed.
