CharSections.dbc ID column and how it works.

Where do the IDs in the first column come from or where are they used? If I edit the ID and do not change the path to blp, then I get non-working textures and errors when I exit the game.
I'm trying to make new races work on a local server, and when I exit wolf form or any other morph, the texture of the character changes and shifts.
