Is there a way to edit NPC names and street sign names?

I would put myself "in the middle" when it comes to model editing. I have changed races, mounts, music and every DBC file I could figure out. But 1 thing I have never figured out is if there is a way to change NPC names OR street signs/mini map city names? People have told me I need to create a private server, but I am just looking for client side. Thanks for the help, you have never steered me wrong yet 8-)

NPCs and Streetsigns come from the Server DB.
The server spawm NPCs and gObject.

What Steff said. You would have to go pretty hardcore if you want to edit the NPCs and Gobjects clientside. So far, I doubt anyone has done it, for obvious reasons. However, you can edit street names and map names and such. That is done in the AreaTable.dbc I believe its called. Search around in it a bit with Taliis, and I'm sure you'll get it.
