+rep, and an additional comment thats unrelated to the edit, you can get on top of booty bay (and in the bell tower) without edits, just wall jump up the right side of the wall from the doorway into booty bay (on the booty bay side as if you are coming out of the tunnel).

Its fairy easy, only about 3 jumps up onto the first walkable path then another 5 - 6 up a steep slope above the tunnel.
