Elvine isn't the one who created that guide (the person you linked as the "creator" is wrong). Someone simply posted his guide on Elvine's forum, that doesn't make it Elvine's Guide. Give credit where it's due:

Is anything at the Garrison unlocked at level 100? I haven't checked, but maybe it's also to get a head start on that and/or leveling alts to do more Garrisons.
