Since the rolling restarts, you can now buy legendary crystals for 10,000g and extra Eye of the Black Prince for 2,500g from the valor vendor, Commander Oxheart in Townlong, assuming you have completed the required quests. The discounted items 9,000g and 2,250g respectively, come from the Lvl 24 guild perk bartering.

You need to have completed the quests required to get the items, otherwise they don't show up (on the last page of the vendor).
