Now your race will play a big part of your make-up for your Death Knight, most racials are awesome if not pure amazing for a Death Knight so I'll break them down to help you decided. The scores are based on my personal opinion of the racials yours may vary but it's mainly for a rough idea at what race will be good for what.
HORDE
1. Orc - Tanking 3/5, DPS 4/5, PvP 4/5
Blood Fury: Flat out Attach Power increase scales with level solid dps racial.
Command: A 5% damage increase to any of your summoned minions, this is yet again a solid dps racial.
Axe Specialization: 5 Exepertise when an axe is equiped, bare in mind it is only 5 exepertise for that hand so if you duel wield an Axe MH and Sword OH then only your main hand is applied the 5 exepertise.
Hardiness: Reduces the duration of stun effects by 15%. Situational but very usefull.
2. Troll - Tanking 2/5, DPS 3/5, PvP 3/5
Beast Slaying: 5% damage increase against beast type mobs were and when you find them.
Beserking: 10-30% attack speed increase depending on health, very underrated racial!
Bow/Thrown Weapon Specialization: Utter useless.
Regeneration: Increases health regen rate by 10% and allows 10% of health regen to continue while in combat. Not major but if you survive being hit by something with say 50 hp you know what to thank
Da Voodoo Shuffle: New Racial, Reduces the duration of all movement impairing effects by 15%, again situational but usefull.
3. Tauren - Tanking 5/5, Dps 1/5, PvP 4/5
Cultivation: Only usefull for the Death Knight Super Hippies :P
Endurance: Increases base HP by 5%
Nature Resistance: Reduces the chance to be hit by Nature spells by 2%
War Stomp: AoE stun effecting 5 targets in an 8 yard radius for 2 seconds.
4. Undead - Tanking 3/5, DPS 2/5, PvP 4/5
Canabalize: Heals 7% of total heal every 2 seconds for 10 seconds, thats 35% of your HP!
Shadow Resistance: Reduces the chance to be hit by Shadow spells by 2%
Underwater Breathing: You can hold your breath under water for 233% more than normal, handy for those water quests :P
Will of the Forsaken: Removes Charm, Fear and Sleep Effects, no longer gives a buff that makes you immune to them.
5. Blood Elf - Tanking 4/5, DPS 3/5, PvP 4/5
Arcane Affinity: Increases enchanting skill by 10
Arcane Torrent: AoE Silence for 2 seconds and restores 15 Runic Power.
Magic Resistance: Reduces the chance to be hit by ALL spells by 2%!
Alliance
1. Draenei - Tanking 3/5, DPS 3/5, PvP 4/5
Gem Cutting: Increases Jewelcrafting skill by 5
Gift of the Naaru: 1.5 second cast HoT, it now scales with Attack Power so better gear means a better heal!
Heroic Presence: Increase you and your party members chance to hit by 1%
Shadow Resistance: Decrease chance to be hit by Shadow spells by 2%
2. Dwarf - Tanking 4/5, DPS 3/5, PvP 4/5
Find Treasure: Usefull for treasure hunters!
Frost Resistance: Reduces chance to be hit by Frost spells by 2%
Gun Specialization: Useless
Mace Specialization: Increases Exepertise with Maces by 5, same as Orc's only applies to the hand that has the weapon equipped.
Stoneform: Grants Immunity to Bleed, Poison and Diesease effects, also increases armor by 10% for 8 seconds.
3. Gnome - Tanking 2/5, DPS 1/5, PvP 4/5
Arcane Resistance: Reduces chance to be hit by Arcane spells by 2%
Engineering Specialization: Increases Engineering skill by 15
Escape Artist: Escape from Immobalization or Movement slowing effects.
Expansive Mind: Increases Intellect by 5%
4. Human - Tanking 3/5, DPS 3/5, PvP 5/5!
Diplomacy: Reputation gains increased by 10%
Every Man For Himself: Removes all movement impairing effects and all effects which cause loss of control of your character. This effect shares a cooldown with other similar effects. HI to having a free trinket slot in PvP!
Mace Specialization: Increases Expertise with Maces by 5, only for the hand weilding the Mace however.
Sword Specialization: Same as above but with swords.
Perception: Increases your passive Stealth detection.
The Human Spirit: Spirit increased by 3%
5. Night Elf - Tanking 4/5, DPS 3/5, PvP 3/5
Nature Resistance: Reduces chance to be hit by Nature spells by 2%
Quickness: Reduces chance to be hit by melee and ranged attacks by 2%
Shadow Meld: Activate to slip into the shadows, can now be cast while in combat and freezes aggro, but restores aggro after you remove it, now on a 2 minute cooldown.
Whisp Spirit: Increases ghost run speed by 50%
II. Things You Will Need
This section is dedicated to all the things that are possible to farm pre expansion that will make your reroll that bit smoother.
Gold:
First things first, you are going to need a big chunk of gold for your Death Knight, you flying mount alone costs 1000g (Without Reputation.) You will also need 5000g for your 300 Riding Skill, then another 1000g for your Cold Weather Flying, once you reach level 77 in Northrend, You may also want to stockpile extra gold for things such as, boost proffesions, buying rare patterns from the AH, and maybe even gold to buy consumables to help the leveling process.
Cloth:
You are going to need a big chunk of cloth for the reputation hand turn ins, lucky for us Death Knights start with 275 First Aid skill! So you only need to Buy the Outland First Aid books. You will however need enough Runecloth to get from 275 - 330 so you can use Netherweave then enough Netherweave to last you untill Northrend.
Wool Cloth - 60 x 5 = 300
Silk Cloth - 60 x 5 = 300
Mageweave Cloth - 60 x 5 = 300
Runecloth - 60 x 5 = 300
Remember these are only for the quest hand ins, you will need more Runecloth and some Netherweave Cloth for First Aid purposes only!
Azeroth Turn Ins
Yes that does say "Azeroth" now i know what your thinking you've just finished your Death Knight quests and are blood thirsty to burn through Outland.
Wait one moment though and think about what every other Death Knight will be doing. Thats right testing their strength in Outlands thus we use our brains and gain some much needed experiance in Azeroth before heading there to be camped by teams of opposing DK's.

Outland Turn Ins
Ok so you just spent the last 12 hours questing and then some quest giver asks you to go grind mobs for quest items that are rather hard to come by and not only that there are loads of others grinding the mobs.
You are now either forced to do a painfully slow grind, leave and try again later or just miss out the 10k xp, but alas! Pre Farming yet again solves your problems. Here is a list of things you can farm Pre-Wrath to send to your DK for quests in outlands!

III. The Plan In Action
Ok so you've farmed all the quest hand ins, all the gold you could every wish for and now your just waiting for Wrath to land right? :P yeah I thought so.
So here is whats going to happen, saddly you will have to slog out the Death Knight starting area like everyone else booo I know. After which we can start to use our grinded mats to help out leveling.
Horde
Ok you've just finished your Death Knight quests and have handed your quest into Thrall, what you want to do is run to the Orc Cloth Quartermaster and do all 4 cloth turn ins, then run all the way to the Troll Quartermaster and do that 4 turn ins.
Then head out of Orgrimmar and snatch a Zepplin over to Undercity, head to the Magic Quarter and turn in the 4 cloth quests again, head back up the Elevator's and take the teleporter to Silvermoon, Once at Silvermoon head to The Bazaar and do the 4 cloth turn ins yet again.
Now if you are lucky you have a Mage friend that can portal you to Thunderbluff for the cloth turn ins there and back to Undercity, if not just take the teleporter back to Undercity and then head over to the Bulwark.
Once at The Bulwark grab the quest "Scarlet Diversions" pick up the quest item from the crate on the floor then run between Felstone and Dalsons Fields and do the quest, run back to The Bulwark and hand in, now what you need to do is all of the "Target: XXX Field" Quests, doing so will bring you to honored with Argent Dawn and the ability to do the turn in quests in Easter Plague Lands.
Use your Death Gate spell and port back to Ebon Hold, leave Ebon Hold and head to Lights Hope Chapel, once there turn in all of hand in quests, then you are to grab a flight path the Arathi Highlands and skill up first aid.
After you've maxed out your First Aid, grab a flight back to Undercity and take the Zepplin to Grom'gol, once there take a flight again to Swamp of Sorrows, head into Blasted Lands stopping by the Blood Elves to do their hand in quests and further down the road stop a the Broken Draenei and turn in his 2 quests. Walla you are now free to head through The Dark Portal to Outland.
Alliance
You've just finished your Death Knight quests and should be in Stormwind I want you to head over to The Mage Quarter and do the 4 cloth turn in quests, once done take the tram to Ironforge, when you arrive in Tinker Town do the 4 Gnome cloth turn in quests here. Afterward head towards The Great Forge and do the 4 Dwarf cloth quests.
Now you need to grab the wind rider to Menethil Harbour, and take the boat to Theramore Isle, once at Theramore skill up your first aidthen grab the boat back to Menethil then jump on the boat to Auberdine, after you arrive at Auberdine take either the boat to Azuremyst Isle or Teldrassil which ever one is there first, do all of the Night Elf and Draenei cloth quests, then use Death Gate to teleport to Ebon Hold.
Take the wind rider form Ebon Hold to Chillwind Camp, you now need to accept and complete the quest "Clear the Way" after you have finished this you should be eligible for the Field quests, which start with a quest called "The Scourge Cauldrons" upon completing this chain you should now be honored with The Argent Dawn and able to accept and complete the turn in quests in Eastern Plague Lands.
So Take the Flight path to Lights Hope Chapel and accept and complete all of the turn in quests. You now need to fly all the way down to The Blasted Lands, might take a while :< eventually when you arrive head over to the Blood Elves and give them the quest items they ask for the buff quests, head towards The Dark Portal and stop by the Broken Draenei and complete both of his quests, you are now a free Death Knight ready to step through The Dark Portal to Outland!
IV. Additional Information
1. Ok you've finished with Azeroth and should be 60 or damn close to it, all thats left of your stockpile now, you should send it from your bank character in sections, so the Zangermarsh hand in items in a seperate mail to the Shattrah ones, and put the Subject of the mail as the Zone the items are used in so you know when to take them out the mail and carry them about with you.
2. As a Blood Elf/Draenei while choosing you aldor/scryer faction choose the opposite of what you are IE Blood Elves choose Aldor and Draenei choose Scryer, doing so will give you a low reputation with that faction, what you now need to do is, turn in the Dreadfang Venom Sacs/Dampscale Basilisk Eyes to become unfriendly with that faction then turn in the opposite quest to become neutral again, you can then turn in your Marks/Signets Armaments and Tomes with a little bit of an XP boost.
3. If you can, persaude some friends to leave Northrend for 10 minutes once you hit 65, so they can help you out with "The Ring of Blood" in Nagrand, this chain at 65 gives stupid amounts of XP not to mention an awsome 2 handed Axe for level and all the Health Pots and Bandages!!!
4. Don't waste time while questing, focusing on quests all in the same area rather than running back to the same place 20 times for 10 different quests. If Alliance/Horde are ganking you just leave and come back later.
5. Remember it is better to invite a fellow Death Knight leveling to a group if they are doing the same quests, if you finish before they do just leave anyway, your leveling your character not theirs.
6. If you by chance are Power Leveling to 80 and are aiming to try be one of the first Death Knights at 80 then please remember a few things;
Everyone ends up 80 eventually,
Don't get mad if people are leveling faster than you,
Take breaks every now and then for some fresh air,
Try not to burn yourself out, otherwise once you finally reach level 80 you won't want to do quests/instances/pvp because you'll be wanting a break from WoW
