Guild Note and MotD Color Changer

Ok so I wanted to make an addon like agrestic did in this thread http://www.mmowned.com/forums/wow-gu...-in-color.html except instead of having to change the .lua file everytime I wanted a different color/note I wanted to make a dialog box that you could open with a minimap button or by typing a slash command that you could input your note and color you wanted.

However... I have no idea how to make addons and so I was wondering if anyone could help me create this addon or tell me of a program that helps you script addons? I don't want it very complicated or anything just something that looks like this:

(The Periods are just place holders since just hitting the space button wouldn't actually add any spaces, and the ends are off cause I couldnt get them right. sorry :weepy
