Improved Shield bash-1 or 2 is fine here
Shield mastery-3
Shield Slam-1
Improved Defensive stance-3
Focused Rage-3
Vitality-5
Devastate-1
one-handed weapon specialization-3


The reason i maxxed hs is because of my tank macro witch is

/cast Heroic Strike
/cast Sunder Armor


Another macro is

/cast Devastate
/cast Sunder Armor


These macros will burn all your rage and get you more aggro quicker
