If they didn't say it was permanently closed, then it wasn't. I think all the OO has to do is say his account was hacked, send in his info and they will fix it.
So I was trying to get an account banned. So I was using a detected spam bot to post goldseller messages in trade chat. I got a ban, then I received this message:

This was a week ago. Access to the account is still locked. When I try to log into the account management site, it says that it is only temporarily disabled, however, it has been 7 days, and I have received no follow up from blizzard. It could be that blizzard is still "investigating", but I think they may have just forgotten about me. Could anyone please shed some light on this topic? Thanks in advance.

Well, I did send the OO a fake ban email as well, I hope he believes it....

I also got one or two of these Emails.. Nothing happend.
They said i would get perm. banned, but no.. I contacted Blizz, and they said that my Account is in no risk at all.
so should I call blizzard to get access back so I can ban it fully?
Depends what you need to unban the account, else just give them fake ID and then they will lock it until a real ID is sent in, maybe that guy doesn't has a ID so he can't retrieve it then if he can't show him his ID. Or to make things better just send in some fake ID's then blizzard locks the account because they can't verify the ownership.

If ur are OO then send them ur ID. If ur not, get a fake one. They will tell u what u need to do to unlock it, and you can always say, "oh, i left my ID at a friends, ill call back later" That will give u time to get a fake one or what not.
