This isn't exactly what you're asking for (I don't think he's released it quite yet, but you can follow its progress):

rnxm posted it on Jiberish's Discord. It's a nice-sized community about customizing ElvUI. You can find Jiberish's Discord link on his website: JIBERISHUI (there's also a lot of free ElvUI profiles there as well)

Once you join his Discord, go to the "share-your-ui" channel and look for "rnxmUI2" -- it's currently the top post. It's a heavily inspired default UI but for ElvUI.
