How safe are shell accounts ?

So i am interested in buying an WoW shell account from a premium seller here in this forum that has a very good reputation, not going to say names but it looks legit.

My question is about the shell account itself, since its just a shell account, it doenst have any character and also not a single progression.

So with that in mind, lets say i buy it because i want Atiesh Transmog or Naxx40 Mogs. Could the account get banned if a player or a gm look into the account achievments and see it doenst have any progression at all, not justifying how i got that transmog, and then report it for account bought ?
