Why can't I get rare class hall missions on my monk?

When I looked this up, I was told you needed higher level champions, except I have a champion at 900 and I still only get normal missions. Do you need to progress through the argus campaign for better missions? My rogue has the argus campaign completed and gets rare missions, but I can't find anything that says progression through the argus campaign is necessary. If anyone has an answer it would be super helpful, I mostly just want the rep from the missions, so I can finally unlock the nightborne.tweakbox appvalley https://vlc.onl/
