Now lets say I obtained a account.

I don't know the name, I don't know the SQA, I don't know the CD keys.

But I changed the Address, e-mail, password, and phone number to my own.

Would this account be safe from a recall, since the e-mail and contact information has been changed?

Err...the definition of a recall is getting the account back after the e-mail and contact information has been changed.

An account can always, ALWAYS be recalled if:
A. The account has not been banned or otherwise locked.
B. The recaller has every single bit of information on the account.

So, no, it is not safe from getting recalled. Even if you knew the CD keys, SQA, and name, it would not be safe from getting recalled.

The only one true way to recall proof an account is...

Transfer the character from Account A to Account B.
Log on to Account A and use an obviously detected hack like Mountain Climber or some speed hack and get Account A permanently banned.

A banned account cannot be recalled.

In theory, he could write a good story to Blizzard and get the account unbanned (a little bit of hidden advertising here, hehe...if you want to get an account unbanned, contact me on AIM...AIM screenname in sig), then recall it, then fill out an unauthorized character transfer form and get the character back on Account A.

So, technically, it is physically impossible to truly recall proof any account.
