Recovering a "Compromised" Account when not the Original Owner

Alright so I was banned and I may have found a way to get it unbanned. But now they've asked for me to fax in id and stuff on the account. I'm not the original owner, but I do know the full info on the account. And no I'm not trying to scam this from anyone. I was banned for gliding and I may have found a way to get accounts back. I will share my way and I will +rep if anyone will help me.

Honsu's right. Impossible without the ID.
My screenshot thread is inactive until further notice.

I'm sure a buddy of mine could photochop me a fake id, but the problem would be if they really check it with authorities or anything. Anyone know how deeply they verify the id?
