I have tried and the GM told me that I am not the owner of the said licenses, hence they can't be moved or removed. How did you guys manage?

If the accounts are Starter Editions, they can be removed simply by submitting a ticket. However, if the account has been upgraded and has characters on it, then the ONLY way to PERMANENTLY delete the account from your Battle.net is to write a letter to the Blizzard office to the attention of the Battle.Net Account Team.
Your cover letter should mention your name (registered to the account), secret question and answer, a scan of your ID card, and most importantly, the written request to remove one of multiple accounts. You have to be very specific in which accounts you want to be removed.
You will receive a postal letter back, confirming account deletion.
Please keep in mind that once your account has been deleted, it is purged from the database and can no longer be reactivated, restored, or whatsoever.
You should agree in the letter that you understand this process is final.
You can also just simply ask to move WoW licenses to another Battle.net account as an alternative of "removing accounts". Moving between Battle.net can be done by a ticket.
I hope I've been clear and that my post helps you.

Tried the last thing more than once and always got the same answer. They are not allowed to move single licenses from one account to another. They're only able to merge 2 Battle.net Accounts. Same answer from 3 different employees.
