Question regarding character transfer cross Battle nets

Hey guys,

I got a question regarding a character transfer.

A friend of mine and his brother both have a WoW account. The last name of the accounts are the same (since they are brothers).
The brother stopped playing a while back but has some nice mounts and titles on his account (like plagued proto etc).
My friend wants to move the main character of his brother's account to his account (basically the account only has 1 good character, the rest are low lvl characters).

He spoke to the live chat and they told him its possible to do the transfer, but its still not allowed (!?).
The live support used the term account sharing and indicated that there might be a possibility of my friends account + his brothers account getting locked if the transfer happens.

This sounds very vague to me and I need some help.
Can my friend just press the transfer without risk?

Yes you can transfer and it will be fine. I transferred my brother a level 90 shaman back in MoP for his birthday. I don't think anything bad will come of it. I had no problems myself.
