I can't speak for the green items, but the Weapon is from the Arena of Annihilation scenario, only available at level 90.

My theory relates to the old exploit where you could queue for any dungeon on a level 90, invite a low level and they'd come along.

Who knows, really.

If you look at the items (ilvl 437), they are all quest rewards with exception of the weapon. All located in Dreadwastes.

My Theory is he had a mage portal him to Vale, and with the 2 seater mount fly him to these locations and help complete the quests for him. Whats the xp needed to get from 1-24? As the quests turn ins award alot of xp...not sure on this as in theory he should not be able to pick up the quests at such low level. Saying that he clearly has found a way to do so seeing as quest rewards do not have a level restriction.

Just tried to pick these up with a level 1 didn't work.
Sharing them from a level 90 also didn't work.
From memory was there a program that would let you share quest exploit? Firehack or something?

Parry Chance Per Level goes as follows:

Level 35 = 100%
35+1 = 103%
35+2 = 106%

etc. wouldn't do much at all

Oh, I thought it was capped at +x levels or something. But I've never been into the twink business, and always focused on max level/end game stuff

Turns out that he had a max level char that was deleted. he made a new char with the same name and got the items restored...
