Yes, there have been times where only premades could do it, only premade mages, or everyone on the PTR, it really depends. But these are pretty much being released early by me in the hopes that someone can use them.

Not if you have the console enabled, you just have to press the tilde (It's the button beside the 1 on most keyboards that looks like " ` ") and enter them there.

How to open console in Beta, if i enter -console behind shortcut only options get disabled.

And then the Console Key dont work. /script SetConsoleKey ("#") also dosn't work.
