Will this video card run max settings and get 20 fps or more

I'm upgrading my PC to play WoW again and I want these video card and RAM it would be nice if you told me the est. fps on highest settings and when raiding

My specs are

Intel Pentium D(R) 3.00GHz (the problem..)
nVIDIA GeForce 8600GT 512mb ddr3
2gb ddr2 ram

normal wow & tbc work around 70fps but on northrend I kinda lag , I need at least a dual core processor , if you already have dual core or better it will run gr8 imo

Well, it depends of your CPU (Processor) and its GHz's.
I suggest the RAMs but the Graphics Card should be: XFX GeForce 260GTX

My CPU is great but my computer has intergrated graphics and only 512 mb of ram so that is all I will need, does the 260GTX take up two pci-e x16 slots or just one? EDITon't think my PSU could handle it... which is why I picked that one
