Preventing a bought account from being recalled?

Can it be done? I want to buy a WoW account for cheap so I have something to play come WoTLK but with all the scammers out there I'm scared the account will just be recalled after I pay, or even later on down the line when I've geared it. So, is there any way to prevent an account from being recalled, 100%? I know I've sold an account and recalled it months later, then it got banned, and I've been banned for botting so many times I think Blizzard's stalking me because every time I start to bot I'm banned very quick.

Anyone else have any info? Can they really not get their account back even if they call blizzard? I remember I got my character changed back to his old server and name changed back once on a recall.
