Banned, perm or temp?

I woke up and was going to play some instance and when i tried to login it appeared "This account has been closed and are no longer available for use" and then i logged in at wow-europe.com and there it said "This account is temporarily suspended" i dont know if im perma banned or temp, i got a 3 day ban last year but. the email said i was using racial words, but only time i did that yesterday was to a GM i reported to when i told him what a guy are spamming me with all the time, and that guy made new characters all the time when i ignored him .. for the question, am i perma banned or temp ?

btw i saw an post some month ago with a "template" you could use and send to Blizzard and maybe get unbanned, it was some law template or ****, please link it if you know it.
