I recommend markeedragon.com. There is plenty of traffic, so your sale will get plenty of views. Just keep in mind the fact that scammers run rampant - watch your back and you'll be fine.

Accounts.net are very good.
I have sold 6 accounts to them and never let me down, they also have nice prices, last character i sold to them was a lvl53 warlock, for 54$

what do i do if i get scammed can i sue them for fraud?

You can try. Often times you don't have enough information on them or they use fake information to lure you in.
