Vargoth can be found in Archmage Vargoth's Retreat, a room in the Violet Citadel of Dalaran inaccessible except via a book known as The Schools of Arcane Magic - Mastery, the quest reward from the achievement Higher Learning. Vargoth will give you a Kirin Tor Familiar non-combat pet.

I don't know if you can get the pet without the Schools of Arcane Magic but I don't think so...

You must HS of use the Schools of Arcane Magic to get out :P

Confirming this does work to get you into Vargoth's Retreat but you DO NOT get the pet unless you have completed the required achievement.

Did it myself, can fly in easy. Can't speak to him or get out of the room though

WRONG.

You CAN speak to him.
...but...
You CAN'T get the pet.


Still, its pretty nice thing for all the explorers over here.
And getting there is ridiculously easy. If anyone is having problems with the movie.

1. Get to the emblems vendor in ally's zone in Dalaran.
2. Jump from the window to the right.
3. If you felt down 'under' Dalaran , jump onto that big 'pipe" which is actually the way out of sewers.
4. Put your particle density and view distance on high - so you can see the Caverns of Time portal from that under-Dala place.
5. Position yourself straight to that portal, and start flying FORWARD, don't go up untill You'll be under Violet Citadel, otherwise You'll get dismounted.
6. If you will be under it - just fly up till you're in small circular room.
7. Enjoy your conversation with lonely Archmage Vargoth.
8. To get out, You need to hs.
