ilvl boost in world PVE content with PVP gear & alt acc
so, not sure if intended mechanic or not, but the DF season 2 conquest gear (also crafted gear with trophy of conquest) says in the tooltip "scales to ilvl450 in arenas and battlegrounds". if intended this is misleading, because it appears that the gear also scales to ilvl 450 in world pvp / combat with another player and has about ~30second cooldown timer since last pvp action before the gear scales down to normal ilvl again.
so basically, if you have an alt lvl 70 from opposite faction on diff bnet acc, you can park it next to your main toon and hit it once every 30 secs to keep all this gear scaled to 450 while fighting normal world pve content.
i'm not really sure if this is intended since the tooltip does not include world pvp. this is kinda busted since these are easy to obtain and scale to mythic raid gear as long as you hit a player every once and a while.

The scaling is as intended for instanced pvp and world pvp.

We can't know exactly what Blizzard intended when they brought in this change but this has been the case for a while and forms a normal part of regular gameplay. Essentially they don't take world content that seriously so stuff like this is just left alone.
You can sometimes use effects (eg shields) with a duration when in pvp mode before entering pve content to gain an advantage.
