So you can get the heart of azeroth at a really low level.
1. get a level 50 in your party
2. que for random BFA dungeons
3. get a piece of azerite power gear to drop
4. have them trade it to you, even if its an armor type you cant equip
5. go to stormwind/relog
6. stat profit

This has been fixed as of today as it now has a level 40 requirement on the item.

Says level 40 required but still equipped and able to gain artifact power so if you got it before
