Is there some requirement to see the heroic quest? I only have the normal one available across three characters of varying item levels. Wowhead is painfully lacking in details for the quest info right now.

HC completed both.
Normal only completed normal.

i did this on my horde toons last week on 4 of them and had both quest completed on normal
