Just for reference, this always works like that.
For some reason, it counts whirlwind as a hit, whether there's a target or an actual hit.
I ended up doing Axe training in the Tram:
1) Kill to build up rage
2) Whirlwind

Gets going pretty quick if you have a high crit rate.

Cast warlwind with mobs or not around and you'll get weapon skill. No need for mobs Confirmed this while I was getting weapon skill in the tram
