Maybe intended, maybe not, but found on reddit:
A tip for completing the Silithus questline quickly : wow
Horde:
"Lazy Prospectors!" (click on 10 peons)
"The Twilight Survivor" (kill the one twilight guy)
"Khadgar's Request" (talk to Khadgar)
"The Speaker's Perspective" (talk to Magni)
"The Blood of Azeroth" (talk to Grol Warblade, the first questgiver)
Alliance
Talk to SI:7 Guy in Stormwind
Collect 8 azerite from killing goblins (npcs)
Kill twilight guy
Talk to khadgar, deliver mail between him and Magni
Relog

i dont get it, i woke up got 1 quest .. flew onto a boat in the sky in silithus and activated some ap 126 level and then there was nothing more for me 2 do is that right ?

Those quests where part of the new lore about silithus and where available since several weeks. You have to complete them to have acces to the new quest "The Blood of Azeroth". So, that mean you already done those some time ago

It was not clear at the release of the quest line if it was intented or not.
3 Weeks later we know its intented.
